I would like to allow site users to post and maintain their own listings but not be able to change other listings. Is this possible with IP?

No, not currently. A new product called IPortal is under development to allow this.

Would it be possible to add on the new product with IP...in other words get started now with IP as it is in then seamlessly add on portal functionality later?

Also any idea with pricing / licensing?

Yes, as we are building it the IPortal is a seamless upgrade to IProperty. However, there is a slight chance that may change if anything unforeseen comes up. In any event, we will be offering discounts to IProperty customers who want to upgrade to IPortal.

We expect that IPortal will be around $300-$400. Since IProperty is currently $225, you would be given a discount on the difference between the two products-- so most likely for current IProperty customers, IPortal might cost around an additional $100.
