is there any way to haev teh search function, search by project lead or manager or technician? i cant see how to change it within the filter.

No, projects can only be keyword searched by release id or project name. The project can be sorted by manager and lead, but not searched - you can customize it however you'd like, but this is not in the future plans for Project Log.
